Experienced Business Analyst contract role supporting large-scale business transformation initiatives within a provincial public sector environment.

What & Why:
Our client, a provincial government organization, is seeking an experienced Business Analyst to support business transformation initiatives across operational programs, including the Ministry of Social Services Income Assistance Redesign Program. This role focuses on helping business users understand and improve their business processes, define and manage requirements, support solution delivery, and ensure business needs are effectively translated into technology-enabled outcomes. You will work closely with project managers, business SMEs, internal business analysts, vendor specialists, technical teams, deployment teams, and application management resources to support high-impact public sector programs within a structured, governance-driven environment.
Who:
Our client is a provincial government organization, with this role supporting a project delivery office within a centralized IT division on behalf of the Ministry of Social Services. The team supports operational projects that impact ministry branches, sector partners, and the wider community, with a focus on improving program outcomes, service delivery, and operational efficiency.
You:
You are an experienced Business Analyst with strong experience supporting business transformation initiatives in government, public sector, or similarly regulated environments. You are comfortable working within formal governance, policy, and accountability structures, and bring strong facilitation, documentation, stakeholder engagement, testing, and change support skills to complex, multi-stakeholder initiatives.
Critical experience requirements include:
- Valid Certified Business Analysis Professional (CBAP) certification.
- Demonstrated experience as a practicing Business Analyst supporting business transformation initiatives within a public sector or similarly regulated environment, with work performed within formal governance, policy, and accountability structures.
- Strong experience eliciting, documenting, managing, and communicating functional and non-functional requirements throughout the project lifecycle.
- Experience documenting business processes, workflow models, use cases, business rules, As-Is and To-Be processes, and solution requirements.
- Strong stakeholder engagement experience, including facilitating workshops, meetings, and presentations with business SMEs, technical teams, vendors, and internal project teams.
- Experience supporting testing activities, including test planning, test scripts, requirements traceability, User Acceptance Testing, and guiding business SMEs through UAT.
- Experience preparing business documentation such as feasibility studies, business cases, technical assessments, project charters, user manuals, system manuals, policies, processes, procedures, training materials, and organizational readiness materials.
Nice to have:
- Experience supporting income assistance, social services, benefits, case management, or citizen service modernization initiatives.
- Experience supporting operational projects involving business systems, process change, IT/infrastructure, financial systems, or human resources impacts.
- Experience supporting change management, training, SME coaching, and business readiness activities in a public sector environment.
Compensation:
This role pays between $100-110 per hour.
